The Office of the City Clerk of Orland is committed to providing excellent service and support to the city’s residents, council members, departments, and the general public. Central to their mission is promoting transparency, maintaining high ethical standards, and upholding public trust. The City Clerk performs a variety of duties in compliance with the California Elections Code, Political Reform Act, Public Records Act, and the city’s Municipal Code.
Primary responsibilities of the City Clerk include:
Serving as the liaison between the public and City Council
Coordinating City Council meetings in accordance with the Brown Act and other laws
Managing elections, ensuring compliance with ethics laws, and overseeing the legislative history and Municipal Code
Administering city-wide records management and assisting with planning and zoning as needed
Overseeing annexation documentation, ethics filings, and campaign finance reports
Handling public records requests, maintaining records retention schedules, and assisting with contracts and legal notifications
Supporting bid processes and managing RFP coordination
Administering oaths of office and maintaining the City seal, as appointed by the City Council
The role varies depending on the city, but it consistently involves managing council agendas, documenting ordinances and resolutions, and ensuring the smooth operation of municipal processes.
In compliance with the requirements of the Maddy Act, California Government Code Section §54970, the following appointment list of the City of Orland’s Commission, Board and Committee members is posted on an annual basis.
The names on this list are subject to change based on term expiration and resignations that occur during the year.
